PhD in Social Sciences and Policy from the University of New South Wales (UNSW), Australia. She is currently a professor at the Social Policy Research Centre at UNSW. Her research expertise includes community services for people with disabilities and mental health, the organization of social services in Australia and China, inclusive research and evaluation methodologies, and the social policy-making process. Professor Fisher has authored numerous publications and received multiple awards for her research on social policies related to disability. In 2023, she, along with Professor Iva Strnadova, was awarded the ADCET Accessibility in Action Award by the Australian Disability Clearinghouse on Education and Training (ADCET). Additionally, her publication, "Organisations adapting to dual aspirations of individualisation and collaboration in the National Disability Insurance Scheme (NDIS) market," was recognized as one of the six most influential papers of the year by the Australian Journal of Public Administration, as selected by the Institute of Public Administration Australia (IPAA).
